What is the minimum age to drive a Vespa in the United States?

My parents are thinking of geting my a vespa, but they were wondering how old you have to be to drive one.

1. most states dont require a license if its less than 50cc engine. but i belive that you must still be 15 to operate it on the highway, in VA anyway.
