What are the requirements to operate a Vespa in Texas?

When I am sixteen I would like to get a Vespa to commute to and from school. I know that to have a Vespa I need my license, but is there anything else I need?

1. If it is over 50cc you need a class m on your drivers license and tags insurance, safety inspection. For 50 cc you need a scooter license and all the other.
2. You'll need insurance and a helmet.
